Public Administration can be define as a group of pople working together under one organisation for public interest.
Public Administration have some simmilarities and dissimilarities in it's characteristic and roles compared with other type of Administration.
The najor characteristic of Public Administration is, it is not profit oriented. It's main roles is to give service to civilian according to civillian needs. The efficiency of Public Administration is measured with Publis sattisfaction. This is differ than Priovate administration where it's successfulness measured by it's profit.

Public Administration is executive part of govwernment. It carried out administration task of the government. The tasl is carried down through civil servant attached in Ministry and department under executive body.

Public administration in the same time cover 3 branches of government which is executive, legislative and Judiciary. All the three branches involve in government administration but the real implementor and executor on Public Administration is done by executive division.

Public administration also a political process. Public administration has a role on implementation of public policy, therefore they know how to suit the policy with current and real situation. Public Adminitration has a lot of knowledge in a form of history and statistic which is very crucial in policy making.

Some of the other Public Administration characteristic is it has a close relation with public. It deal directly with civilian and give sevice to civilian



Instead of its characteristic, Public Administration also has its own roles whic is :-

It acts as a motovator and stipulates government development. Public administration have to generate new styles in government administration according what's needed by the people. The stipulation of country development in accordance with public needs is important for public sattisfaction. Public Administration will create an environment parallel and suitable with government policy.

For example, in encouraging more stuidents from rural area to have oppurtunity in getting high level of education, PTPTN is introduced. PTPTN will give the students some funds in form of loan to bear their learning cost at university.

Public Administration also have a role as an executor of government policies. Here Public Administration will act as an instrument to execute government policies. Public Administration will arange its event and its policies. The will utilise its Public Policy properly.

Instead of being an executor and organizer of Public Policy. Public Administration also has a role in implement the policy. Policy is known as a guideline in administration. In implementing it, Public Administration must take action. For example, In make sure government policies in encouraging Bumiputera participation in business, Public Administration will try to create a suitable environment for it to be happen. Organisation called UDA is launched, where UDa will buy business space and then renting it or selling it to qualified bumiputeras at afforable price.

Public Administration also has a role in influencing Government policies. Public Administraion has a clos relation with Public. Public administration is knowledgeable and has alots of experience with public.


In conclusion, Public Administration is a crucial part of government. It have a wider role compared with private admnsitration. Public Admnistration responsibilities covering all aspect of economy, social and politics. The successfulnees of government can be measured from their Public Administration mark on sattisfaction.
